Tanya Allen, President of netPlanner has a background as both a local Emergency Manager and an Emergency Planner with the State of Missouri which provides her with a unique perspective of the local-state interface required for a truly successful emergency planning effort.  Her understanding of state and federal planning requirements allows her to successfully assist local and state agencies in developing useful and compliant plans.

Since opening her consulting business, Tanya has specialized in providing Emergency Management Services for local and state government agencies, including the development of local EOPs in compliance with the newly mandated National Incident Management System (NIMS) using an ESF format, as well as the nomenclature and organization of the new National Response Plan (NRP).

EMCS recently completed a new, NIMS compliant Metropolitan Medical Response System (MMRS) Plan for the Mid-America Regional Council (MARC) representing eight counties in the bi-state Kansas City metropolitan area.  EMCS is currently working with the Kansas City Metropolitan Emergency Manager’s Committee (MEMC) Plans Subcommittee to develop a NIMS compliant Regional Coordination Guide.
